CDDA1: Designated areas

Evaluation and scoring criteria for the CDDA are unchanged from previous years. The criteria are based on the timeliness and quality of the data made available in the agreed national data repository. The information on IUCN categories is also a key attribute in the World Data Base on Protected Areas.
GoodGoodGood Designated areas made available by 15 March 2012 and at least 95 % of the nationally designated areas reported have the required attributes: centre co-ordinates, size of area and valid IUCN category and valid designation category. EWN4: Water quantity

Scoring criteria are based on data deliveries for the current year. In order to receive a higher positive score (3 or 2 points) countries need to fulfil at least 2 requested minimum requirement criteria: criterion 1 plus one of the criteria 2 (2a, 2b or 2c) regarding the assessment of the reporting of regional parameters and point data.
- Regional parameters are the parameters for the regional requested data (water balance, water abstraction, water use).
- Point data are the individual measurements requested for stream flow, reservoir inflow / outflow, and groundwater level. All 4 sub-criteria need to be fulfilled to receive higher score for point data. The sub-criterion on available stations refers to a representative selection made by the country per RBD (river basin district) or SU (sub-unit) with reference to the reporting sheets for SoE data and information (Part 3, section 2) in the guidance document. It is understood that some of the point data may not be available for reporting due to force-majeure (i.e. security purposes for reservoirs) and in such cases (when stated in the comments field) this will be considered accordingly.
GoodGoodGood 1. Timely data delivery to the national repository in the requested format, reported both regional and point parameters, country feedback to reported data issues; and
2a. 45 regional parameters reported at RBD or SU scale for 75% of the RBDs or SUs of the country, 50% in monthly scale; or
2b. Point data for 75% of the RBDs or SUs reported as follows:
  • 50% of the available streamflow stations located in the RBD (or SU), 50% of the time series in daily scale, the remaining in monthly scale

2c. Point data for 40% of the RBDs or SUs reported as follows:
  • 25% of the available streamflow stations located in the RBD (or SU), 50% of the time series in daily scale, the remaining in monthly scale
  • 15% of the available groundwater wells located in the RBD (or SU), 50% of the time series in monthly scale, the remaining in seasonal or annual scale
  • 35% of the available reservoirs located in the RBD (or SU), 50% of the time series in monthly scale, the remaining in annual scale
  • total number of all available streamflow stations, groundwater wells and reservoirs located in the RBD (or SU), and reporting of their characteristic data (name, ID, coordinates etc. as included in the WQ reporting tool) for at least 40% of them

NRTO3: Near real-time ozone data

Scoring is based on provision of near real-time ozone data to EEA during the summer ozone season from April 1 to September 30 of the current year. The scoring criteria relate to participation in the near real-time data exchange, density of data provision and reliability. The reliability requirement thresholds have been raised from the thresholds applied in 2007 as data suppliers now have more experience with this data flow.
GoodGoodGood The number of active ozone measurement stations signed up in a country provide an overall statistical data coverage of 1/10000 km2. In addition, the overall reliability of the stations should be greater than 80 % in the ozone season.
GoodGood The number of active ozone measurement stations signed up in a country provide an overall statistical data coverage of 1/10000 km2. In addition, the overall reliability of the stations should be greater than 60 % in the ozone season.
Good At least one provider signed up from a country, data exchange set up and EEA records receipt of some data for active ozone measurement stations with EoI codes.

WISE1: Emissions to water

Scoring criteria are based on data deliveries for the current year and the provision of data for a variety of sources and determinands. Important for achieving the maximum score is the provision of a more detailed source of emission data (if not delivered in past years).
If emission data have already been provided under E-PRTR, UWWTD, WFD or SoE Quantity reporting obligations and are flagged as such in the SoE emission reporting, then 1 or 2 points will be scored (1 if point source emissions data are provided via another reporting source, and flagged, 2 if point and diffuse are provided, and flagged.) It is not possible to attain 3 score points simply through flagging other reporting streams which cover only part of the total emissions requested. However, the flagging of data under other reporting streams will ensure at least one point is scored.
Reported information "no change with regard to previous delivery" is accepted for diffuse emissions for 5 following years maximum and for point sources for 2 following years maximum; identical scoring criteria will be granted for the whole period.
GoodGoodGood 1. Reply to critical QA issues on previously reported data as specified in the 'Validation questions'; and
2. Timely data delivery to the repository and country feedback to reported data issues; and
3. At least 2 determinands for Nutrients and Organic Matter Emission Discharges from Point Sources; and
4. At least 2 determinands for Nutrients and Organic Matter Emission Discharges from Diffuse Sources (if not delivered in past years); and
5. At least 1 determinand for Hazardous substances Emission Discharges from Point Sources; and
6a. Emission values for Nutrients and Organic Matter Emission Discharges from Point Sources split at least for Urban and Industrial discharges; or
6b. Emission values for Hazardous Substances Emission Discharges from Point Sources split at least for E-PRTR facilities and non E-PRTR facilities (for EU members only).
GoodGood 1. Timely data delivery to repository and country feedback to reported data issues; and
2. At least 2 determinands for Nutrients and Organic Matter Emission Discharges from Point Sources; and
3. At least 2 determinands for Nutrients and Organic Matter Emission Discharges from Diffuse Sources (if not delivered in past years); and
4. At least 1 determinand for Hazardous substances Emission Discharges from Point Sources.
Good 1a. 1 determinand for Nutrients and Organic Matter Emission Discharges from Point Sources; or
1b. 1 determinand for Hazardous substances Emission Discharges from Point Sources; or
1c. 1 determinand for Nutrients and Organic Matter Emission Discharges from Diffuse Sources (if not delivered in past years).
