AE1: LRTAP data

Scoring criteria are based on completeness of time series of requested pollutants (SO2, NOx, CO, NMVOC, NH3, PM10) included in national submission under the UNECE Convention on Long-Range Transboundary Air Pollution (LRTAP). It is critical for the Eionet priority data flow that a copy of the national submission is made available promptly in the agreed national data repository using requested electronic format according to the template (see letter to Eionet).

The directive requires reporting according to the template. Countries have been requested to post their deliveries in the Central Data Repository (see letter to Eionet).

AQ2: Air quality questionnaire

Scoring is based on reporting of information on exceedances or non-exceedances in zones and agglomerations for all pollutants required to be reported through the annual questionnaire (2004/461/EC) by the daughter directives of the Air Quality Framework Directive (1999/30/EC: sulphur dioxide, nitrogen dioxide and oxides of nitrogen, particulate matter and lead; 2000/69/EC: benzene and carbon monoxide; 2002/3/EC: ozone). Digital boundary information for the zones and agglomerations is also required where zone boundaries have changed or where zone boundaries were not previously available so that a European overview can be produced. Participation in the 2012 data flow is voluntary for countries which are not EU Member States.

AQ2b: Monthly and summer ozone data

Scoring is based on reporting of provisional information about exceedances during the summer period of the current year according to Directive 2002/3/EC relating to ozone in ambient air: articles 10.2.a.i and 10.2.a.ii.
The criteria relate to the timeliness of reporting in CDR and the provision of station metadata needed for mapping and analysis. The EoI station code is sufficient if the metadata has been reported previously under EoI (Exchange of Information Decision 97/101/EC amended by Commission Decision 2001/752/EC) and an agreed EoI code has been allocated.

CDDA1: Designated areas

Evaluation and scoring criteria for the CDDA are unchanged from previous years. The criteria are based on the timeliness and quality of the data made available in the agreed national data repository. Correctly reported spatial data with the appropriate attributes allows EEA to use CDDA in combination with other European data sets when making assessments. The information on IUCN categories is also a key attribute in the World Data Base on Protected Areas.

EWN1: River quality

Scoring criteria are based on data deliveries for the current year and focus on the provision of quality data for preferred SoE nutrients and physical characteristics of monitoring stations. Further criteria, important for achieving the maximum score, are the time-lines of the delivery, the provision of hazardous substances data, long time series of quality data for substances from 5 preferred SoE nutrient groups - 1. BOD5/BOD7/Dissolved Organic Carbon, 2. Total Ammonium/Ammonium, 3. Total Phosphorus, 4. Orthophosphate, 5. Nitrate/Total Oxidised Nitrogen - and data on proxy pressures and the response of a country to data validation questions.

Examples of acceptable explanations why a country cannot report biological data in the requested format (3 points, criterion 5b): (1) the country does not have a monitoring program for these BQEs, (2) the BQEs are not monitored every year, (3) biological metrics are not yet developed, (4) a WFD-compliant biological classification system is not developed.

EWN3: Groundwater quality

Scoring criteria are based on data deliveries for the current year and the provision of quality data for a variety of determinands. A further criterion is the identification of groundwater bodies according to the criteria in the Document No.3: WFD reporting on River Basin Management Plans: Guidance on reporting spatial data v3.0 and Guidance No 22 - Updated WISE GIS guidance (Nov. 2008).

Important for achieving the maximum score are the provision of disaggregated data of the 5 requested chemical substances or group of substances: 1. Ammonium, 2. Nitrates, 3. Nitrites, 4. Dissolved Oxygen, 5. priority pesticides from Preferred SoE Hazardous Substances: Atrazine (most important), Lindane, Simazine - and provision of GIS polygon data of groundwater bodies, provision of monitoring stations with coordinates and their link to groundwater bodies (if not delivered in past years). Link to groundwater bodies delineated according to the WFD Art. 5 and reported according to the WFD Art. 13 is mandatory for EU countries.

EWN4: Water quantity

Scoring criteria are based on data deliveries for the current year. In order to receive a higher positive score (3 or 2 points) countries need to fulfil at least 2 requested minimum requirement criteria: criterion 1 plus one of the criteria 2 (2a, 2b or 2c) regarding the assessment of the reporting of regional parameters and point data.

Regional parameters are the parameters for the regional requested data (water balance, water abstraction, water use).

Point data are the individual measurements requested for stream flow, reservoir inflow/outflow, and groundwater level. All 4 sub-criteria need to be fulfilled to receive higher score for point data. The sub-criterion on available stations refers to a representative selection made by the country per RBD (river basin district) or SU (sub-unit) with reference to the reporting sheets for SoE data and information (Part 3, section 2) in the guidance document. It is understood that some of the point data may not be available for reporting due to force-majeure (i.e. security purposes for reservoirs) and in such cases (when stated in the comments field) this will be considered accordingly.

Scoring criteria are based on data deliveries for the current year and focus on the provision of quality data for preferred SoE TCM nutrient determinand groups and preferred SoE TCM hazardous substances in biota. Further criteria, important for achieving the maximum score, is the response of a country to the data validation questions. Any data already submitted to the Marine Conventions need not be re-supplied. Countries are therefore asked to submit only missing or additional data.

NRTO3: Near real-time ozone data

Scoring is based on provision of near real-time ozone data to EEA during the summer ozone season from April 1 to September 30 of the current year. The scoring criteria relate to participation in the near real-time data exchange, density of data provision and reliability. The reliability requirement thresholds have been raised from the thresholds applied in 2007 as data suppliers now have more experience with this data flow.

WISE1: Emissions to water

Scoring criteria are based on data deliveries for the current year and the provision of data for a variety of sources and determinands. Important for achieving the maximum score is the provision of a more detailed source of emission data (if not delivered in past years).

If emission data have already been provided under UWWTD, WFD, SoE Quantity or SoE TCM reporting obligations and are flagged as such in the SoE emission reporting, then 1 or 2 points will be scored (1 if point source emissions data are provided via another reporting source, and flagged, 2 if point and diffuse are provided, and flagged.) It is not possible to attain 3 points simply through flagging other reporting streams which cover only part of the total emissions requested. However, the flagging of data or a possible transfer of reported total emissions (point and diffuse source, respectively) reported under other reporting streams at EU level with reference to reporting sheet EMI_SW_GW, will ensure at least one point is scored.

Emission values already provided within E-PRTR does not have to be reported or indicated within SoE Emissions reporting once more.

In the case the country is providing the emissions to water data under UWWTD, WFD, SoE Quantity or SoE TCM reporting obligations, but reporting within SoE Emissions to water is missing at all, no positive score point can be attained.

Reported information "no change with regard to previous delivery" is acceptable. Two following years are allowed as maximum; identical evaluation will be assigned for the whole period. However, if major changes have occurred, annual reporting especially for point sources is requested.

In the case of late data delivery, delivery in non-proper data format or structure and/or missing country feedback, the scoring is reduced from 3 to 2 points.
