Scoring criteria are based on data deliveries for the current year and the provision of quality data for a variety of determinands. A further criterion is the identification of groundwater bodies according to the criteria in the Document No.3: WFD reporting on River Basin Management Plans: Guidance on reporting spatial data v3.0 and Guidance No 22 - Updated WISE GIS guidance (Nov. 2008).
Important for achieving the maximum score are the provision of disaggregated data of the 5 requested chemical substances or group of substances: 1. Ammonium, 2. Nitrates, 3. Nitrites, 4. Scoring criteria are based on data deliveries for the current year. In order to receive a higher positive score (3 or 2 points) countries need to fulfil at least 2 requested minimum requirement criteria: criterion 1 plus one of the criteria 2 (2a, 2b or 2c) regarding the assessment of the reporting of regional parameters and point data.
Regional parameters are the parameters for the regional requested data (water balance, water abstraction, water use).
Point data are the individual measurements requested for stream flow, reservoir inflow/outflow, and groundwater level. All 4 sub-criteria need to be fulfilled to receive higher score for point data. The sub-criterion on available stations refers to a representative selection made by the country per RBD (river basin district) or SU (sub-unit) with reference to the reporting sheets for SoE data and information (Part 3, section 2) in the guidance document. It is understood that some of the point data may not be available for reporting due to force-majeure (i.e. security purposes for reservoirs) and in such cases (when stated in the comments field) this will be considered accordingly.

Scoring criteria are based on data deliveries for the current year and the provision of data for a variety of sources and determinands. Important for achieving the maximum score is the provision of a more detailed source of emission data (if not delivered in past years).
If emission data have already been provided under UWWTD, WFD, SoE Quantity or SoE TCM reporting obligations and are flagged as such in the SoE emission reporting, then 1 or 2 points will be scored (1 if point source emissions data are provided via another reporting source, and flagged, 2 if point and diffuse are provided, and flagged.) It is not possible to attain 3 points simply through flagging other reporting streams which cover only part of the total emissions requested. However, the flagging of data or a possible transfer of reported total emissions (point and diffuse source, respectively) reported under other reporting streams at EU level with reference to reporting sheet EMI_SW_GW, will ensure at least one point is scored.
Emission values already provided within E-PRTR does not have to be reported or indicated within SoE Emissions reporting once more.
In the case the country is providing the emissions to water data under UWWTD, WFD, SoE Quantity or SoE TCM reporting obligations, but reporting within SoE Emissions to water is missing at all, no positive score point can be attained.
Reported information "no change with regard to previous delivery" is acceptable. Two following years are allowed as maximum; identical evaluation will be assigned for the whole period. However, if major changes have occurred, annual reporting especially for point sources is requested.
