CIRCA 2.4 installed

CIRCA version 2.4 was released last week. It has now been taken in operation at EEA and NMC. The tardiness that was obvious in versions 2.2 and 2.3 is now gone. Some instability issues remain.
Before installations on smaller EIONET servers will resume, more tests will be conducted. Stay tuned.
