EIONET Priority Data Flows 2005
Nationally designated areas for the Common Database on Designated
Areas (CDDA)
I am writing to inform you of the detailed plans for the CDDA annual
data collection that is, as you know, one of the agreed EIONET Priority
Data Flows (
http://www.eionet.eu.int/dataflows/pdf2004).
We hope that
this letter will be useful as you organise a programme of work with
your network in order to validate the existing data published by EEA
and to provide any new information available
by the deadline for deliveries 15 May
2005.
How EEA uses the data
An indicator on designated areas was adopted as one of the EEA core set
of indicators in 2004 (
http://www.eea.eu.int/coreset)
to support work towards the target of halting biodiversity loss by
2010. EEA calculates this indicator by using the data collected from
EIONET on nationally designated areas together with other information
on areas designated under European Community legislation and under
international conventions. The reliability of the indicator depends
directly on the quality and consistency of these datasets. EEA, with
the support of ETC Biological Diversity, is preparing a proposal on how
information on designated areas needs to be improved in the next few
years in order to show what proportion of Europe's ecosystems are being
protected by this type of instrument and how successful are the
results. This proposal will be sent for wide consultation, starting
from April in order to develop a common view.
EEA makes the EIONET data on nationally designated areas available to
the public and other international institutions as a European data set
in the EEA Data Service (
http://dataservice.eea.eu.int/dataservice/metadetails.asp?id=742&i=1)
and through EUNIS: the European Nature Information System (
http://eunis.eea.eu.int).
2005 data collection
A technical workshop is planned for late April in order to provide
practical assistance to countries in raising the quality of data of
reported data. The invitation for data suppliers will be sent to
National Focal Points in March. The 2005 data request remains unchanged
from the request in 2003, when altitude, habitats and relationships to
other sites information were introduced.
A download file has been prepared in the required MS Access 2000 format
for each country containing the data from the current published CDDA
data set. This data should be verified and updated. You are asked
to pay particular attention to the points raised in the report on your
previous deliveries.
Guidance and background information about the data flow are provided in
the technical guidelines document for 2005. Some slight changes have
been introduced to the format of the MS Access database in 2005. File
definitions and descriptions are also described in the document:
Definition of Common Database on Designated Areas (CDDA) dataset
generated from the Reportnet Data Dictionary. All documents and
country files are available now from EIONET Nature Protection and
Biodiversity Interest Group on CIRCA. No password is required. The
shortcut to the documents is:

2005 delivery
Your quality controlled data files should be uploaded, after
consultation with the National Focal Point, either to the Central Data
Repository (
http://cdr.eionet.eu.int)
or to your national EIONET server, depending on the choice of your
country for delivering EIONET priority data (
http://www.eionet.eu.int/Data/vote2002_result)
by the deadline of: 15 May 2004.
2005 post delivery
ETC BD will apply standard quality checks to the delivered data. In
some cases countries will be asked if they can quickly clarify some
aspects of their delivery. ETC BD will merge the data from all
countries to create the new version of the European CDDA dataset. It is
planned to publish the new version in EEA Data Service during October
2005. ETC BD will prepare an updated quality report for the data
from each country.
