NRC on Industrial pollution

Profile 2018 - 2020

The establishment of an NRC on industrial pollution has ensured a better communication with the Eionet network in the field of industrial pollution since its creation in 2014. This has avoided the need to rely on the European Commission’s networks for issues that are better addressed in an Eionet context.

The NRC discusses matters relating pressures to the environment arising from large-industrial point sources. These are covered by the Industrial Emission Directive (IED) and include manufacturing industry, combustion plants serving the energy sector, the operations of the waste sector and certain agricultural activities of an industrial scale, amongst others.

Reporting in this area includes the EU Registry on Industrial Sites, the European Pollutant Release and Transfer Register (E-PRTR), the inventory on Large Combustion Plants (LCPs) and reporting on installations covered by the IED. In the years to come, reporting on medium combustion plants, refineries and expansion of the reporting on IED is expected to be covered by this NRC.

The NRC has shifted its focus from the data gathering activities (MDI) to the discussion on assessments of the data (AK).

The NRC is expected to continue facilitating communication, allow for an upstream involvement of the countries in streamlining of reporting and, increasingly, broaden our knowledge base on the impact of policies relating to this work area.

    • Industrial pollution policy and its effectiveness
    • Industrial emissions to air, water and land and their impact
    • Evaluation of environmental performance of industry and tools to foster it
    • Reporting of data on industrial pollution including ways to streamlining it
    • Emissions arising of the handling and processing of waste and waste water
    • Interface of industrial pollution policies and other policy frameworks (e.g. Circular Economy, Low carbon Economy and Energy Union, Water Framework Directive, Air Quality, Environment and Health)

    Policy processes to be supported

    • Industrial Emissions Directive (2010/75/EU) and its implementing acts
    • European Pollutant Release and Transfer Register (E-PRTR)
    • Kiev (PRTR) Protocol
    • Minamata Convention on Mercury
