NRC on Climate change impacts, vulnerability and adaptation

Profile 2018 - 2020


The EEA multiannual objective in this area is to support and inform policy development and implementation in the area of climate change impacts, vulnerability and adaptation by means of data, information/indicators and assessments.

The main EU policy is the EU Strategy on adaptation to climate change, adopted by the European Commission in April 2013. Evaluation of the strategy takes place in 2018. Regarding reporting the ‘EU Greenhouse Gas Monitoring Mechanism’ and the ‘Energy Union Governance’ regulations are relevant. Also implementation in the EU of the United Nations Framework Convention on Climate Change (UNFCCC) Paris agreement and the Sendai Framework for Disaster Risk Reduction are relevant.

The NRC is requested to provide reviews and comments on EEA products (reports, publications etc), in support of the European Commission; Contribute to and/or comment on tools to support countries to report to the European Commission and EEA, the European Climate Adaptation Platform (Climate-ADAPT); assessment reports on climate change impacts and vulnerabilities, national adaptation strategies and plans, transnational adaptation, urban adaptation, climate change adaptation and sectors (including agriculture and energy), links with disaster risk reduction and social inequalities


    The NRC has to have expert knowledge in some of these areas and general knowledge in the others:

    • Climate change observations, reanalyses, models and scenarios;
    • Data and indicators on climate change (including extreme weather events) and impacts on ecosystems, society and human health;
    • Methods for mapping and spatial analysis of vulnerability to climate change and disaster risks at different geographical scales;
    • Integrated assessments combining climate change scenarios with socio-economic, sectoral and land use scenarios;
    • Social inequalities related to climate change impacts at national and urban level;
    • Effectiveness and costs of adaptation actions and the associated benefits;
    • Guidance and decision support tools for good practices in adaptation;
    • Policies and strategies on climate change adaptation, disaster risk reduction, and mainstreaming of adaptation in other policies at different governance levels (global, EU, transnational, national, urban);
    • Indicators for and evaluation of adaptation strategies and action plans at national and urban level;
    • Adaptation actions in sectors, including transport, energy and agriculture and in other domains, including management of terrestrial, freshwater and marine ecosystems, green infrastructure and landscape
    • LULUCF and Ecosystem health monitoring
