Abstract
This paper (260kb PDF)presents an initial assessment of progress by Member States towards the emissions ceilings contained in the National Emission Ceilings Directive (NECD), 2001/81/EC. The assessment is based on the reporting by Member States of National Programmes and projections. The paper covers the quality and level of reporting, assesses the policies and measures that are implemented and planned and evaluates both current trends and projections of the pollutants covered by the NECD.
