Activities

In 2019, the ETC/CME Action Plan includes the following priority activities, consistent with the priority areas listed in EEA’s Programming Document 2019-2021 under strategic areas 1.3, 1.4 (Climate change adaptation and LULUCF) and 2.4 (Sustainability assessments and state of the environment reporting):

  • Support to policy processes under the Energy Union Governance, the LULUCF Regulation and the Effort Sharing Decision
  • Support to cross-EEA work on climate change impacts and adaptation in the energy system and on urban sustainability assessments
  • Methodological support for the analysis of energy and greenhouse gas emission trends by decomposition, on the assessment of co-benefits of energy policies, in particular the deployment of renewable energy in Europe, and on GHG emissions from the end-user perspective
  • Updates of climate change mitigation and energy indicators, and further development of energy indicators
  • Annual updates of assessments of progress towards energy and climate targets, under the Emissions Trading System (ETS) and on renewable energy
  • Annual updates of data sets and related reports supporting implementation of reporting requirements on greenhouse gas emission inventories, preliminary GHG inventories, GHG projections, policies and measures, ETS implementation, ozone depleting substances, fluorinated GHG and fuel quality (including first reported data on GHG intensity of fuels)

The work programme of the ETC, as defined in its 2019 Action Plan, will deliver the following expected key results and products to support the priority work areas listed above:

Support to policy processes:

  • Template(s) for integrated progress reporting on policies and measures and projections under the Energy Union Governance
  • Workshop to support Member States for improving the quality of LULUCF reporting
  • Coordination of annual review process under the Effort Sharing Decision

Cross-cutting EEA work:

  • Contribution to the preparation of an EEA report on adaptation in the energy system (lead ETC/CCA)
  • Support/review of meta-analysis of the drivers of urban sustainability transitions, based on a selected benchmarking exercise

GHG inventory:

  • Official xml and CRF tables for ‘EU’ and ‘EU + Iceland’,
  • Confirmed list of significant issues following initial checks of Member States’ GHG inventories,
  • Finalized observations/questions in the Emissions Review Tool,
  • Resubmission of the EU’s GHG inventory including the final 2019 EU NIR
  • Final draft EEA report with GHG inventory for year t-1 and description/interpretation of results, including tables and data in the format required for EEA reports
  • Final short methodology report to underpin an EEA briefing on end-user emissions
  • Final 4-page briefings on decomposition analyses of GHG emissions in selected sectors

GHG projections, policies and measures:

  • Final version of GHG projections database
  • Final version of file compiling PaM information for the EEA PaM viewer and visualizations

EU ETS:

  • Updated aggregated and disaggregated EU ETS database including non-EUTL data and documentation of data sources used
  • Full database of reported data for 2013–2017 submitted under article 21(1) of the ETS Directive

ODS and F-gases:

  • Final draft EEA report on ODS covering non-confidential data, including tables and data in the format required for EEA reports
  • Member State master database on F-gases
  • Final draft report on F-gases covering non-confidential data, including tables and data in the format required for EEA reports

Fuel quality:

  • Final report on fuel quality (Art 7a and 8) after Member States’ comments, including tables and data in the format required for EEA reports

Renewable energy:

  • Final briefing on renewable energy, and related data viewer

Progress to targets:

  • Final draft ‘Trends and projections’ report for Member State review, including tables and data in the format required for EEA reports
