Methodology for the Early warning assessment related to certain waste targets

The Waste Framework Directive 2008/98/EC (as amended by Directive (EU) 2018/851), Packaging and Packaging Waste Regulation (PPWR) and Landfill Directive, require the European Commission (EC), supported by the European Environment Agency (EEA), to publish early warning reports three years ahead of the waste prevention, recycling and landfilling target years. These reports should, inter alia, assess EU Member States’ prospects to meet the targets. As input to the Early warning reports, the ETC CE and the EEA have developed an assessment methodology building on a set of success and risk factors.
